The new matchmaking system utilizes "gear checks". You are given a score based on your gear (owned, not equipped). If this gear score is higher than your TR or PR, your wins will count for less & your losses for more. If this gear score is lower than your TR or PR, your wins will count for more & your losses for less. Even numbers will, of course, result in normal losses and gains. This system will use this gear score for matchmaking, as well as for rating gain/loss.
This system cripples players who over-gear their bracket and rewards players who under-gear it. The effect will end PR selling and penalize players who try to carry their friends to 2050+. This may result in players jumping upward suddenly and gaining access to some very nice gear. This is good, this is the intended result. If these players gear up and maintain a healthy win/loss ratio then they deserved the gear they are wearing. The players who don't will be pushed back down to where they should be playing, with the disadvantage of the above "over-gear" problem affecting their ratings & point gains.
The new system is not designed to hand out gear like candy. If you suck at PvP and lose all the time, you are never going to get your rating up & therefore you will not get access to the "welfare epics". This is just a means of propelling players who are skilled but lack access to the gear to realize that skill on the ladder. It's some medicine and it tastes bad for a while, but the eventual result we hope will make the ladders overall healthier & fairer to everyone playing.
